New B2 English Language Requirement 2026

Today, the government published a new statement of changes to the Immigration Rules (HC 1333) which will implement major reforms previously announced in the White Paper "Restoring Control over the Immigration System" on 12 May 2025. These changes are expected to come into force from 8 January 2026.

English Language Increase from B1 to B2
The English language requirement for the Skilled Worker, High Potential Individual, and Scale-up visa routes will increase from B1 Level to B2 Level. Those seeking permission on these routes for the first time must meet the higher B2 requirement from 8 January 2026. However, those whose last permission was granted under the current B1 requirement will not be subject to this change for extension applications.
What is CEFR?
To meet the English language requirement, applicants must take a Secure English Language Test (SELT) with a provider approved by the Home Office. The scale used to assess language ability is the Common European Framework of Reference for Languages (CEFR) which covers 4 components: reading, writing, speaking and listening.
What is the difference between B1 and B2 CEFR?
The B-level covers independent English level, with B1 demonstrating intermediate and B2 upper-intermediate. The next and final level up is C-level which covers advanced and proficient ability.
What is the IELTS equivalent of B2 CEFR?
B2 CEFR is equivalent to an IELTS band score of 5.5 - 6.5.
Do dependants have to meet the new requirement?
No. At the time of writing, these changes do not apply to dependants of any visa holders in the Skilled Worker, High Potential Individual, or Scale-up categories.
